This revised Supplemental Memorandum of Understanding reflects the fundamental changes that have taken place over the past years in the relationship of Soil Conservation Districts and the Soil Conservation Service. It should provide the District and the Service more flexibility in fitting their operations to each other and to cover the many new areas of responsibility that the Districts and the Service have undertaken.
