A Copenhagen dispatch announced Oct. 17 that Germany's federal council had accepted a proposed amendment to the constitution making it imperative that the consent of the federal council and reichstag be given before a declaration of war to be made in the empire's name except in cases of invasion or attacks on the coast. .Another amendment to the constitution placed the power of making of treaties of peace and treaties with foreign states on the federal council and the reichstag. It was announced that the emperor did not object to this proposal.
