Feb. 26th [186]4 His Excellency, President Lincoln, Sir: I beg leave to introduce to your favorable attention George E. Conwell, a worthy and estimable citizen of Iowa, who goes to Washington for the purpose of exhibiting an artillery projectile invented by him, designed for smooth-bore guns. I have given this projectile considerable examination, and believing that, if adopted, it can be made of great utility to the service, I respectfully join with others in recommending it as worthy of due consideration. A projectile which can be fired from a smooth-bore with some force an accuracy, as from a rifled gun, would certainly be a great improvement in artillery service.
