Appointment of John A. Kasson (Des Moines, Iowa) as Commissioner for the International Postal Congress, signed by Abraham Lincoln and Secretary of State William Seward. March 30, 1863. In 1861-1862 Kasson had served as First Assistant Postmaster Genera; in late 1862 he had been elected as a Republican to represent Iowa in the U.S. House of Representatives. Document Signed.
