The Rural Library Service Newsletter was created in 1981 as a means to connect and inform rural libraries across the United States and Internationally on library issues and concerns related to rural library communities. The background for this task was a discipline lacking uniform definitions and purpose. It was one which lacks data, commanded little attention of the library professional, and was a library field with little or no political or economic clout. This benign neglect existed in a country in which 65% of the nation's 8307 central libraries were in cities with a population under 10,000 people.
