The Rural Library Service Committee under the auspices of Public Library Association (PLA)'s Small Library Services (SMLS) was given the assignment to initiate improvements in rural library service. The Rural Library Service Newsletter was created in 1981 as a means to connect and inform rural libraries across the United States and Internationally on library issues and concerns related to rural library communities.
The background for this task was a discipline lacking uniform definitions and purpose. It was one which lacks data, commanded little attention of the library professional, and was a library field with little or no political or economic clout. This benign neglect existed in a country in which 65% of the nation's 8307 central libraries were in cities with a population under 10,000 people.
