As with his predecessor, Dr. Stewart used bold and imaginative actions along with the Board and staff to make needed changes. During his term, Kirkwood deepened and expanded services in Benton, Cedar, Johnson, Jones, Iowa and Washington counties. A key project was the system of two-way audio/video communication to county centers. It allowed students in remote locations the ability to earn college credit close to home. This microwave system was the first of its kind in the nation. International education opportunities were broadened and expanded. As the concept of community college developed during his term, schools took notice of Kirkwood's educational model. In turn the college was invited to join the prestigious League for Innovation. The League was founded in 1968 with the intention of providing direction for experimentation and innovation in community college education. Although fiscally conservative, Dr. Stewart was committed to making Kirkwood's offerings as comprehensive as possible. Programs were expanded in the areas of agricultural science, fine arts, industrial technology and music. On June 10, 1966 Dr. Selby Ballantyne, Iowa native and superintendent of schools at Bettendorf, Iowa, was hired. The new board and president then proceeded to work on their goal to create "one of the best vocational-technical schools in the country". While on a business trip to the ACCTion national conference in Colorado, Dr. Ballantyne died of a heart attack on November 18, 1977. Founding Board of Trustees Chair Bud Jensen said of him in tribute: "The death of Selby Ballantyne marks the end of an era...Kirkwood Community College will stand forever as a monument to the innovative educational leadership of this truly great man." As another tribute, Kirkwood dedicated Ballantyne Auditorium in 1983. From his humble beginnings in Albia, Iowa and dropping out of school when he was 15 years old, he understood hard work and the importance of education. Ballantyne's leadership for Kirkwood Community College is legendary. During his tenure, enrollment grew from 199 to 4,000 students. He kept a pulse on the wants and needs of students through frequent interaction and worked closely with area businesses to fulfill educational needs for jobs. This jovial man made it known that student success was paramount. By the mid-1970's the college had more vocational-technical programs than any college in Iowa. There were over 40,000 registered in non-credit community education courses. He also established the first high school correspondence program in the nation. Dr. B's foresight and power of persuasion helped in the development of the Iowa community college system and led to the creation of the "facilities foundation" concept, allowing two-year colleges to acquire land for growth beyond the restrictions of early legislation. He was also a renowned national leader, chairing ACCTion, a national program for technical assistance to community colleges, and he was chosen to serve on the Commission on Governmental Affairs of the American Association of Community and Junior Colleges.
