Carter was a 1936 graduate of the School of Nursing at the State University of Iowa who was active in Democratic politics and whose correspondence includes round robin letters.
University Hospital, now called Seashore Hall, was built in 1899 and expanded twice before the entire hospital operation was moved to the new General Hospital on west side of Iowa River in 1929.
