There are 3 pieces of memorabilia here. The first is a letter from John J. Pershing, thanking Edward Howard for his service in World War I dated February 28, 1919. There is a photograph of Mr. Howard in his uniform and a signal school certificate of proficiency from Camp Dodge, Iowa dated March 11, 1918. Mr. Howard served in the 350th Infantry.

A Copenhagen dispatch announced Oct. 17 that Germany's federal council had accepted a proposed amendment to the constitution making it imperative that the consent of the federal council and reichstag be
given before a declaration of war to be made in the empire's name except in cases of invasion or attacks on the coast. .Another amendment to the constitution placed the power of making of treaties of peace and treaties with foreign states on the federal council and the reichstag. It was announced that the emperor did not object to this proposal.
