In 1913, controversial legislation was passed to acquire additional land around the capitol, between 50 and 60 acres. There was an outcry from the public because they were not allowed to vote on this debt issue as was required by Article 5 of the Iowa Constitution. The purchase of the land was to be paid for through tax anticipation warrants. The Supreme Court ruled that the anticipation warrants were not technically a "debt" because no mechanism existed to enforce its collection. This is the story of the controversy and how the Capitol grounds were eventually extended and beautified to what they are today.
